Release of Caseload Standards for Parents’ Attorneys in NYS Family Court Mandated Representation Cases
The New York State Office of Indigent Legal Services (ILS) is requesting proposals from qualified vendors to assist ILS in determining the appropriate numerical caseload/workload standards for criminal cases for providers of mandated legal representation in Onondaga, Ontario, Schuyler, Suffolk and Washington counties.

Lisa Coleman joined ILS in 2017 and serves as the Assistant Grants Manager I. In this role, Lisa reviews claims for reimbursement and payments to ensure compliance with applicable guidelines and contract terms. She is responsible for communicating with counties and indigent legal service providers to resolve questions related to the submission of claims for reimbursement, including obtaining additional supporting documentation as needed and encouraging submission of claims for reimbursement as directed.
Carolyn Walther is an appellate attorney with the New York State Office of Indigent Legal Services, based in the Western New York Support Center in Buffalo. She has prepared and argued appeals in the First, Second, and Fourth Departments of the New York Supreme Court, Appellate Division, as well as the New York Court of Appeals.
Amanda’s legal career has been dedicated to helping traditionally underserved individuals vindicate their rights under the law. Amanda attended City University of New York School of Law where the mission was “law in the service of human needs.” While attending law school Amanda helped start a small law firm in Manhattan, Mayerson and Associates. Upon graduation in 2001, Amanda joined the firm as an associate attorney to advocate for autistic children who had been denied a meaningful education under the Individual with Disabilities Education Act.
Ketienne Telemaque joins the ILS’s Criminal Defense Representation Team after spending five years on the front lines, assisting indigent defendants on felony matters with the Legal Aid Society of Westchester County. This included providing legal advice and representation from arraignment to disposition.
