Alyssa Clark is a Senior Research Associate for the Hurrell-Harring Implementation Team. Prior to this appointment, she was a Graduate Research Intern and Research Analyst at ILS. In addition to her employment at ILS, she is a Ph.D. Student in the School of Criminal Justice at the University at Albany, State University of New York; she earned her M.A. in 2016. Her research has appeared in multiple outlets including peer-reviewed journals, law reviews, professional publications, and book chapters.
Executive Law section 832(3)(c) requires NYS Office of Indigent Legal Services (ILS) to establish criteria and procedures for determining whether a person is financially unable to pay for their own lawyer (“financial eligibility standards”), and thus eligible to be provided with a publicly paid lawyer. ILS’ responsibility to establish financial eligibility standards applies in both criminal court and family court proceedings.
In 2023, ILS issued Revised Appellate Standards and Best Practices, pursuant to authority conferred upon the agency by Executive Law § 832. These Standards address qualifications, training, and oversight; the duties of appellate counsel; and special ethical considerations. For both criminal defense and family law appeals, the Standards are designed to help offices implement appropriate procedures to support high-quality representation and to guide appellate attorneys in appellate best practices and procedures.
