NYS Executive Law section 832(3)(d) mandates the Office of Indigent Legal Services "to establish standards and criteria for the provision of [indigent defense] in cases involving a conflict of interest, and to assist counties to develop plans consistent with such standards and criteria."

Preservation for appellate review is based on the concept that timely and specific arguments and objections are crucial to a fair process, since they enable opposing counsel to present counter-arguments, help the trial court to prevent errors from occurring, and allow the court to timely cure errors. See People v Hawkins, 11 NY3d 484 (2008); People v Martin, 50 NY2d 1029 (1980). The lack of preservation is an invitation to the intermediate appellate court to decline to reach the merits of even fundamental errors.
Jennifer Chenu graduated from SUNY Binghamton in 2009 and Case Western Reserve University School of Law in 2013. Her commitment to public defense began when she completed a summer internship with the Binghamton Public Defender’s Office in 2008.
Brendan Keller joined ILS’s Hurrell-Harring implementation team as Counsel at First Appearance Attorney in June of 2020. Prior to starting with ILS, Brendan spent most of his career providing mandated representation to criminal defendants. Most recently, he served as Deputy Chief Assistant Public Defender at the Schenectady County Public Defender’s Office.
Karlijn Kuijpers received her Ph.D. in Victimology from Tilburg University, the Netherlands in 2011. Prior to joining ILS, she was an assistant professor in criminology; first at Leiden University in the Netherlands and most recently at the University of Missouri – St. Louis. She is a mixed-methodologist by training and has published extensively in leading empirical social science journals. Her research to date has primarily focused on the causes and consequences of intimate partner violence. Dr.

Hannah Andrews O'Hara joined ILS in 2020 as the Grants Administrator with the primary responsibility of reviewing contract claims. Hannah graduated magna cum laude from Eastern University in St. Davids, PA with a B.A. in Strategic Communication. She was previously employed by Eastern University in the Government Relations & Grants department as Assistant to the Grants Manager and as a Legislative Intern with the NYS Assembly.
Claire Knittel joined the Office of Indigent Legal Services as a Statewide Implementation Attorney in January 2020 after working as a public defender for seven years in Franklin County, first in the Public Defender’s Office and then as the Conflict Defender. She represented clients at every level of criminal cases, from arraignment through trial, as well as represented clients in a wide range of Family Court proceedings.
