Reilly Weinstein, LMSW, joined ILS in May 2021 as the Data Outreach Officer. She has an MSW from Silberman School of Social Work, Hunter College, and a BA in Psychology and Spanish from Goucher College. Reilly ultimately chose the field of social work for its emphasis on social justice and multi-level intervention to create systemic change.

Caseload Standards for Parents’ Attorneys in NYS Family Court Mandated Representation Cases were approved by the ILS Board on June 11, 2021, contingent on state funding.

ILS estimated the cost of coming into compliance with maximum caseload standards based on the National Advisory Commission on Criminal Justice Standards and Goals (NAC) maximum caseload standards and the Indigent Defense Organization Oversight Committee (IDOOC) requirements. These reports laid the foundation for the annual statewide caseload compliance report:

Petros Papanicolaou joined ILS as Assistant Grants Manager in 2021. In this position, he assists in the activities related to the distribution of grants and funds through a variety of procurement methods, including RFPs, Distribution and Sole/Single Source procurements.

Burton Phillips has served as Counsel to the New York State Office of Indigent Legal Services since December 2021. As Counsel, Burton is responsible for advising the ILS Director as to overall planning and strategy, including ILS operations, intergovernmental relations, quarterly ILS Board meetings, and legal concerns affecting the mission and operations of the office, among other responsibilities.
Tammy joined ILS in 2022 as an Assistant Grants Manager, assisting with the activities related to the Statewide grants and distribution program.
