Melissa I. Mackey has been a researcher, analyst, and policymaker in various state agencies as well as the non-profit sector for over 20 years. Ms. Mackey currently serves as the Director of Research at the NYS Office of Indigent Legal Services, having joined the agency in 2016 as a Senior Research Associate on the Hurrell-Harring Implementation Team.
Mandy Jaramillo, a Senior Appellate Attorney at the Statewide Appellate Support Center, supervises a team focusing on post-conviction support services. Prior to joining ILS in 2022, Mandy worked for five years at the Office of the Appellate Defender in New York City, where she most recently served as a supervising attorney and the director of reinvestigation. She spent several years as investigations attorney at the Innocence Project and, before that, represented parents in child welfare cases at the Center for Family Representation in New York City. Mandy obtained a B.A.
Kelly Egan, a Senior Appellate Attorney at the Statewide Appellate Support Center, supervises a team focusing on litigation support for trial counsel and appellate support to counsel on direct appeal. For five years before joining ILS, she was the appeals director at the Rural Law Center of New York, overseeing their program that provides mandated appellate representation in several upstate rural counties and representing indigent clients in criminal and family law appeals.
Emily Lusignan is an Appellate Attorney at the Statewide Appellate Support Center, where she focuses on litigation support for trial counsel and appellate support for direct appeals. For two years, she was the Alternatives to Incarceration Program Coordinator for the Schenectady County Public Defender. For four years, Emily was Principal Law Clerk to Acting Supreme Court Justice Denise Hartman, where her duties included writing draft decisions for Article 78 proceedings brought by incarcerated persons.
Michelle Stroe is an Appellate Paralegal at the Statewide Appellate Support Center, where she provides administrative support for attorneys and non-attorney professionals. For three years, she was legal assistant to the Columbia County Public Defender, where she drafted motions, appellate briefs, and Article 78 petitions; conducted client interviews; and provided litigation support. Michelle also served as legal research assistant to an upstate solo practitioner focusing on criminal defense and as a law intern at the Schenectady County District Attorney’s Office. She has a B.A.
Kingston Farady is a Special Assistant for Investigations at the Statewide Appellate Support Center, where he develops initiatives designed to help defense attorneys conduct effective investigations at all stages of criminal proceedings. For the past several years, he was a homicide investigator and then supervisor at The Bronx Defenders, where he managed investigations, developed training programs, and handled mitigation interviews and reports.

Elizabeth Walker is a Special Assistant for Mitigation at the Statewide Appellate Support Center, where she creates initiatives designed to help defense attorneys develop mitigating information to effectively advocate for favorable dispositions. For the past several years, she has worked both independently and with the Committee for Public Counsel Services in Massachusetts as a forensic social worker and mitigation specialist on criminal and juvenile defense teams.
Bethany joined ILS in August 2023 as the Data Outreach Officer. She earned her dual B.A. in Criminal Justice and Psychology in December 2018 from SUNY Albany, then her graduate certificate from Boston University for Criminal Intelligence Analysis in May 2021. Prior to joining ILS, Bethany worked with the Albany County District Attorney’s Office both as an administrative liaison/legal assistant, and intern with the Crime Victim Unit.
