Jennifer Colvin

Jennifer Colvin joined ILS as the Manager of Grant Solicitation and Distribution in 2016.  In this role, Jennifer manages the Office’s grants program and supervises subordinate grant staff. She assists in all aspects of the procurement solicitation and award process, reviews project proposals for completeness, compatibility with Office programs and goals, and availability of funds; coordinates and prepares contracts; monitors all phases of project grant progress to ensure compliance with regulations, project scope and contract terms; communicates with officials and other interested parties regarding grant issues; and monitors all payments to ensure compliance with applicable guidelines, including maintaining ongoing communication with grantees about claim issues and facilitating problem resolution as needed.
