The nine-member Indigent Legal Services Board was established by Executive Law § 833 to monitor, study and make efforts to improve the quality of legal representation provided pursuant to Article 18-B of the County Law. Executive Law § 833 also specifies the Board's composition and duties.

Carmen Beauchamp Ciparick is the former Senior Associate Judge of the New York State Court of Appeals. She spent 19 years on New York State's highest court, and 34 years on the bench. Judge Ciparick was appointed on December1, 1993 by Governor Mario M. Cuomo. She was re-appointed by Governor Eliot Spitzer in November 2007.
Appointed by the Governor from a list of at least four nominees submitted by the New York State Association of Counties (Executive Law § 833(1)(e)).

Vincent E. Doyle III, a partner with Connors & Vilardo, LLP (Buffalo, NY), is a commercial litigator whose practice includes civil and white-collar criminal litigation, and representation of professionals in disciplinary proceedings. He also advises on legal ethics matters.
John R. Dunne, former United States Assistant Attorney General for Civil Rights under President George H. W. Bush and Deputy Majority Leader of the New York State Senate, is Senior Counsel to the Albany law firm of Whiteman Osterman & Hanna, LLP.
Joe Mareane served as the County Administrator of Tompkins County (Ithaca) New York from 2008 - 2016. In that capacity, he is charged with managing a $165 million budget and 710-person workforce engaged in broad range of services.

Professor Melendez's teaching and scholarly interests are in the area of domestic violence and the delivery of legal services to women and children. Professor Melendez joined the College of Law In 2002, as an adjunct to teach a course on domestic violence. She now directs the Children's Rights and Family Law Clinic.
