Rowan D. Wilson, Chief Judge of the Court of Appeals, was born in Pomona, California in 1960, and grew up in Berkeley, California. He received his A.B. degree from Harvard College in 1981, and his J.D. degree from Harvard Law School in 1984. He was admitted to the bar of the State of California in 1985, and the bar of the State of New York in 1987. From 1984 to 1986, he served as a judicial law clerk to the Honorable James R. Browning, Chief Judge of the United States Court of Appeals for the Ninth Circuit, based in San Francisco, California.
Appointed by the Governor from a list of at least four nominees submitted by the New York State Association of Counties (Executive Law § 833(1)(e)).

Lucy McCarthy is the Director of Quality Enhancement for Parent Representation. She is broadly responsible for monitoring, studying, and making recommendations to improve the quality of adult representation in family court for everyone who qualifies under County Law Article 18-b. She also served as Assistant Counsel for Parent Representation at ILS.
Dai joined the Family Defense Representation team in November 2023 as a Program Associate. He obtained his Master’s in Public Policy Analysis from Tampere University, Finland, in June 2023. While pursuing his graduate degree, he worked for the Council of State Governments as a Research Fellow, focusing mainly on disability policies.

Christine joined ILS in 2018 as the Administrative Officer, providing administrative oversight of the operations of the Office.
In his role as Assistant Counsel, Jami focuses on bridging the gap between contract development and programmatic implementation, working closely with the Office Counsel, Director, and other Office staff to fulfill the mission of improving the quality of mandated representation under Executive Law § 832 and article 18-B of the County Law. Jami is a graduate of Albany Law School and previously worked for the NYC’s Mayor’s Office of Criminal Justice as the Agency Chief Contracting Officer, where he managed over
