Dr. Giza Lopes is Senior Research Associate at the NYS Office of Indigent Legal Services.
In 2014, Giza worked as a data and research consultant in the case Hurrell-Harring et al. vs. State of New York. Subsequently, with ILS staff, she received a grant from the National Science Foundation to convene a workshop designed to stimulate scientific inquiry into the meaning, causes and policy-related consequences of 'quality' in legal representation.
Allison Clifford is a Hurrell-Harring Implementation Quality Enhancement Attorney with over 16 years of judicial clerking experience. Allison graduated magna cum laude in 2003 from Pace University School of Law where she was a Research and Writing Editor for Pace International Law Review. Upon graduating, Allison moved to the Capital Region to clerk at the Appellate Division, Third Department and thereafter served for a decade as Court Attorney for Albany City Court, Criminal Part.
Kira J. Schettino joined ILS in March of 2023 as Assistant Counsel for Parent Representation after spending seven years as an assigned counsel panel attorney under NYS County Law 18-B in Kings County Family Court.

As part of the final enacted FY 2023-24 State Budget, County Law § 722-b was amended to increase the hourly rate paid to assigned counsel from $60 per hour for misdemeanors or lesser offenses and $75 per hour for all other types of assigned counsel matters (felonies, appeals, and Family Court matters) to $158 per hour for all types of matters under County Law Article 18-B. This rate increase is effective as of April 1, 2023.
Melissa I. Mackey has been a researcher, analyst, and policymaker in various state agencies as well as the non-profit sector for over 20 years. Ms. Mackey currently serves as the Director of Research at the NYS Office of Indigent Legal Services, having joined the agency in 2016 as a Senior Research Associate on the Hurrell-Harring Implementation Team.
Mandy Jaramillo, a Senior Appellate Attorney at the Statewide Appellate Support Center, supervises a team focusing on post-conviction support services. Prior to joining ILS in 2022, Mandy worked for five years at the Office of the Appellate Defender in New York City, where she most recently served as a supervising attorney and the director of reinvestigation. She spent several years as investigations attorney at the Innocence Project and, before that, represented parents in child welfare cases at the Center for Family Representation in New York City. Mandy obtained a B.A.
