Hannah Andrews O'Hara joined ILS in 2020 as the Grants Administrator with the primary responsibility of reviewing contract claims. Hannah graduated magna cum laude from Eastern University in St. Davids, PA with a B.A. in Strategic Communication. She was previously employed by Eastern University in the Government Relations & Grants department as Assistant to the Grants Manager and as a Legislative Intern with the NYS Assembly.
Claire Knittel joined the Office of Indigent Legal Services as a Statewide Implementation Attorney in January 2020 after working as a public defender for seven years in Franklin County, first in the Public Defender’s Office and then as the Conflict Defender. She represented clients at every level of criminal cases, from arraignment through trial, as well as represented clients in a wide range of Family Court proceedings. Her experience in the North Country gave her a unique perspective on rural indigent
Kathryn Murray joined ILS in January 2020 as a Statewide Implementation Attorney after spending fourteen years as a Staff Attorney at the Legal Aid Society in New York City. While at the Legal Aid Society, she worked as a trial attorney in Criminal Defense Division of the Brooklyn and Staten Island offices, and served on the Executive Board of the Association of Legal Aid Attorneys from 2014-2015.
Tammeka is the ILS’ Ambassador to the World, being the first voice callers to our office hear, and the first person visitors to the Office see. She also keeps the Office running smoothly, and helps the rest of the Office staff to navigate the new State purchasing and HR procedures.

Performance standards are critical in setting forth what constitutes effective legal representation of criminal defendants and Family Court litigants. The New York State Office of Indigent Legal Services has established several sets of performance guidelines to advance its statutory purpose to “monitor, study and make efforts to improve the quality of services” provided under County Law article 18-B. See Executive Law § 832 (1). These ILS performance standards should be read alongside other relevant state and national guidelines.

Questions and Answers
Nick joined the ILS in March 2021 as a Data Scientist. He received his M.A. in Criminal Justice with a concentration in Problem Solving and Analysis, from the University at Albany - SUNY, in December 2019. His capstone consisted of designing a research project which focused on implementing proactive policing techniques inside of police departments.
